To change the privacy settings your account must be an adult account, otherwise you will not have access.

if your account is for a child, you need an adult account to link your account and manage your privacy settings

It could be that one of you has online safety and privacy settings set by your parents that prevent you two from communicating. It sounds to me like you're blocked and they are just messing around. How do you know you aren't blocked ?

It could be based on a variety of factors. The most notable being your internet connection, each user's privacy settings, and the settings of the Minecraft world.

For your internet, doing a quick restart of your router/modem could help if it is a connection issue.

For privacy settings, make sure that there aren't any restrictions preventing the both of you from playing.

For the Minecraft world, make sure that there aren't any settings that prevent other players from joining and that the play settings are adjusted accordingly based on how you and your friend would like to play.
