    Same problems and error code, do this.

    Go to All Settings>System>Console Info & Updates>Reset Console> Reset and Keep My Games and Apps

    It worked for me.

    You said you restarted your console, have you done a hard shutdown? Try holding in the main button for 20 seconds or so and that should do a hard shutdown. And/or try unplugging the console altogether. I hope that helps!

    Well for no apparent reason it actually worked after the thirtieth time I told it to restart.

    So I guess the issue is resolved.
