Can you please sign in to https://account.xbox.com/settings and make sure that the following setting is all set to "Allow"?

I checked all of the settings and it was not blocked, that's why I said "I checked all the settings" I ended up resetting the Xbox and starting from scratch, by adding my account first and then adding his account to the family and it worked fine. If you
were trying to be helpful and not just snarky, your response would have included steps to unblock the child's account. Don't waste people's time with responses like this. Thank you.

You have two options

First follow copa law

You cannot make the purchase because you fall under copa only by having parental permission can youake.the purchase however xbox one parental permissions don't apply to xbox 360 marketplace that's why you are getting the error

And wait till you are 18

2nd you can solve the issue another way have a parental make the purchase on their account with a gold membership
