Hello, the use of a VPN is not authorized by Microsoft. You should assume that since your console is PAL and you are trying to download content that is mean for NTSC it will not work. You cannot purchase content on XBOX Live since the region you are in does
not have that content supported.

You did not "lose" your downloaded content, you were banned and that means that you cannot access the content that you bought. Regardless of cost, you signed a contract saying that you would not mod your xbox in any way and that should an issue occur,
you would send it in to a Microsoft authorized repair place, which you did not.

Thank you for all of your help. Contacted support and everything resolved. The issue was access of a child to purchase packages without authority.

Please contact XBOX Support for your region. These are most likely temporary authorizations, if you haven't gotten the points or content you've purchased you most likely weren't charged for them. So contact XBOX Support to see what's going on.
