y wont my xbox 1 open any apps including settings

Check your Internet connection. Make sure your Xbox 1 is connected to the Internet and has a stable connection.

Release the power button, then press and quickly release the eject button.

Release the eject button when you see the "Select an option" screen.

Select "Safe Mode" with the joystick or d-pad.

Mine is doing this right now. If I'm playing a game and multitasking snap TV party etc. It kicks me to home screen and I cant select any of my apps. Then I have to power it down and it takes 40 minutes to shut down completely. Xbox support sat on phone with
me until it happened again after all the trouble shooting was completed. It was determined it needed to be replaced. I'm expecting my new ONE this week. This is an odd problem. If not playing a game it seems to work just fine. But as soon as you play a game
and use other apps at same time it gets all screwy.

Mine was doing that earlier, I turned it off fully (by holding the power button until it powered down) then turned it on again.

So, I did everything you said; Went to my PC settings, searched for the xbox app, restarted and repaired, then opened up the Run app, put in WSrestart.exe, restarted my pc, but it still wont download.

Edit: there was no option for opening as admin for Run

yes, i'm resetting it by holding using the guide button and holding y and the right trigger but the problem is my xbox wont show any picture in the Av setting after i used my HDMI cables.
