After doing a little research in the forums here I was able to see a recent post with the same issue:



Xbox Elite Wireless Controller Series 2 Firmware Update Stuck - Microsoft Community

• The recommended solution out of this post is “I should try to update the controller with the computer of a family member, or friend”
  

If you have the ability to do that, please give it a try. It seems to allow for proper updating in the future. I will keep looking for additional solutions and will let you know but let me know if this works. I hope this helps and if there are any additional questions, let us know
