For this download and open the Xbox console companion app > settings > network

Are you using a VPN, firewall, proxy or similar programs in your PC?

Did you tried using a completely different Wi-Fi network to see how it goes?

And, what did you tried so far to fix this (besides the troubleshooting steps provided in your post

我能做的就是等待新的软件更新，看看微软能不能解决非美国地区使用xbox（beta）的问题= =（好难受啊，新游戏玩不了）
