Xbox will not let my wired remote turn on

you should never use any kind of external fan. The Xbox is designed with all the necessary cooling already installed and such things can actually compromise the efficiency of the cooling system. That would be exactly the first place I would start, since it's drawing a lot of power

I'm having the same issue.

but I figured something about this.

When TV that connected to XBOX is turned on. remote play works.

but when TV is turned off. remote play is not working.

if I turn on my TV first, then remote play from my PC . it works perfectly.

then if I turn off my TV. suddenly Remote play become very unstable and stuttering.

and it disconnected automatically in a minute.

I tested wireless and wired , both behaves same.

and most importantly , this issue not reproducing iPhone and android phone remote play.

mobile phone remote play works perfectly no matter TV is turned on or not.

Wow you are right! I recreated this behavior exactly.

It would appear that PC Remote Play has some dependency on the XBox's TV being on. This is a great find @DaewooKim1!

Let's not forget while it's still connected it can be turned on remotely. Even some power strips can be turned on remotely.

It cannot be due to the controller, regular tv are controlled through infrared lighting, xbox controllers work differently. i might not be dude to an xbox/ controller problem, try using your tv regularly, see if it turns off like when you play xbox. if not
then it could be due to wiring problem check if the wires are plugged in right, or maybe a friend with the tv remote is playing a prank on you
