Xbox want me to Purchase DLCs again

I purchased a physical copy of Fallout 4 Game of the Year Edition years ago. I uninstall the Game and DLCs recently because I had an Issue with the game refusing to load, and now after redownloading it a while later my Xbox wasn't showing the DLCs I owned. And when I went to the Microsoft Store it was showing me that I would have to repurchase the Content if I what to continue to play. I refuse to pay again for something I have already own and have owned for years on the same Xbox.

When you bought the game, did it come with the codes to redeem the DLC or did you buy the DLC from the Xbox store?

It came with a DLC redeem code.

The game and DLC are not Xbox Play Anywhere, so if you want to play the DLC on the PC, you will have to purchase it again.

I think you misunderstood my post. Both DLC's are loaded on my Xbox 360 console. I downloaded the game onto my Xbox One console, but only the Bring Down the Sky DLC downloaded, I went to Microsoft store to redownload the DLC for Pinnacle station
and it is telling me to purchase it again instead of saying I already own it. It seems kinda stupid to have to purchase the DLC content again because I wanted to install the game on the Xbox One console..

I am very sorry that you are going through this problem, first I would like to know if you are logging into the correct account or profile with which you bought the game and the other thing is that you check the transaction history to verify that the game purchase appears there as completed .

To view the history through a Web browser you can enter the following link:

https://account.microsoft.com/billing/orders/

And if you want to see the history on your Xbox console, follow these steps:

1. To view purchases, press the Xbox button to open the guide.
2. Go to Profile & system > Settings > Account > Payments & billing.
3. Select Order History to view your purchases.

Feel free to upload a screenshot demonstrating the purchase of your game and hide any information shown in the screenshot for your safety, remember that this is a public forum where we are all players like you and not Microsoft employees.
