Xbox support referred me here because my gears of war4 license got revoked. What's going on?

Best thing to do is to contact official support to see what has happened.

They can check why the license has been revoked.

My license to kill has been revoked. Trouble at the Kazakhstan border. I could tell you if this was a bump, but I'd have to kill you, which I can't do now, because my license to kill has been revoked.

Transferring the licenses doesn't in fact revoke the previous one until the content is downloaded there to 'refresh' the license.

For example if I were to lend IceStorm my account and he did a license transfer to his console and got my items, I would still be able to play them offline (or on another account) because the console license at my end would not have been updated.

The updating of licences doesn't happen automatically. In fact it seems duplicate licences can exist. Content that can be used on my Elite offline can still be used offline on my sister's console (my old one) just by putting my hard drive on because I've
never redownloaded the content there to revoke the license.

In all honesty the whole system is open to abuse and I'm surprised that Microsoft don't have the system set to automatically revoke a console license when the machine next goes online.

not many online services have a refund button except for Apple and google

Only because they can revoke your license automatically and confirm if it's been deleted

Since xbox and psn and Nintendo all are off line and online they can't confirm the revoke of the license or deletion
