    The other day, I had to do a software update or go offline (auto updates are off) and the update can't finish. In it's third stage (33%, 69% overall), it says something went wrong. I tried troubleshooting multiple times to no different outcome (returns to update screen with same exact percentages). I then searched the error code (E102) and it leads me to information that says this model needs repairs. Unfortunately, this model cannot have repairs because it is too old. That's when I went to Twitter. Explained everything to them and they said it may be an early insider update and troubleshooting doesn't always work as planned. I have no way of opting out with my Xbox in this state (I don't own a computer, either) so they said I can get help from a developer here to check my account information to see if I am in fact part of the Insider Program. I don't know what the next steps will be though, so anyone who can help, I will appreciate it wholeheartedly. Also, the Support team on Twitter was super nice and helpful and I appreciate that as well!

    I've talked to their support and got sent to developers support, who sent me to Xbox support, who sent me to a developer blog and forum site and now I'm here. The website you linked doesn't seem to pertain to the Xbox UWP development partnership. I'm not sure what to do next or who to even talk to!
