Xbox should let us change gamertags for free after the first time

You should be able to change it free the first time if you are still using the Gamertag that was provided when you first created the account. If you have customized that in any way it won't allow you to change it for free and will charge you the $9.99.

You can change your gamertag for free one time but only if you used an auto-generated gamertag when you first made your account. If you chose the first gamertag when you made your then you have to pay to change it.

I agree though, it should be free.

Only the first gamertag change is free, to change it again you must pay a fee. After changing the gamertag, it should not take more than 48 hours for the change to be reflected in your games and devices where the Xbox account is linked. See this page on How to change your Xbox gamertag | Xbox Support. Usually, If this is your first time changing your gamertag, you can change it one time for free. After changing your gamertag once, all future gamertag changes require a fee (cost varies by region and currency).
