Xbox Series X not downloading when off

I recently purchased and Xbox Series X when downloading games updates etc if I turn the Xbox off the downloads come to a stop instantly and will not download when the console is off. I have all the correct settings on such as “standby” “keep my console up to date” “keep my games & apps up to date” and “when Xbox is off, turn off storage is off” is unchecked meaning the option is off. I seen a comment from an ambassador to turn energy saving on and do a power cycle restart and then turn the console back on and put standby back on I did that nothing changed. I’ve had friends with the same issue and even other people on reddit, twitter and etc I’m looking for a fix and I don’t mean to be rude but was this not tested before release or even looked at when it’s been almost 2 years since release any ideas or possible fixes would be much appreciated thank you.

Do I do this before or after I reset the console and by immediate boot do you mean putting it back to standby?

By power saving do you mean energy saving and will this remove my accounts of my Xbox and what do you mean by immediate boot? thank you for your reply

Alright last message just to make sure I get it all right, I set it to energy saving then manually put it back to standby when I’ve done that I reset the console restore and keep my games and apps when asked if I want settings from old Xbox I say no as stated above then check to see if the Xbox has refreshed with the standby setting on, and just to be clear I know you said it but the games I’ve downloaded will they be deleted when I reset it cause if this don’t work I really don’t feel like going through the process of reinstalling the games and having my Xbox on all day for 2 days. thank you for you help it’s much appreciated have a good day.

Yes, there are only 2 options. The one that turns off permanently, and the standby. With their respective names.
