Xbox series X downloads keep stopping and starting

Greetings! I have searched the net a while and have yet to come up with a solution to my problem so I am here to ask the community for help to see if they know what's up.

So my problem is that whenever I download a game, my download keeps stopping amd starting in that I'll be downloading at 500mbps+ for a minute or two, then the download completely stops and the download speed goes down rapidly until there is no download speed. It stays this way for a minute or two and then it starts up again at the fast speed.

Why does this happen? Is there a fix to it? Cause games should be downloading quicker than what they are due to the pausing and resuming.

Now this isn't the common error I saw in my Google searches where it says "installation stopped" it does NOT say that. The download simply starts at full speed, then the internet speed stops to 0, but it still says installing when it stops. And then starts up again.

This keeps happening on and off for the entirety of any game I download.

This only happens on my Xbox series X though. I also have steam on a gaming pc that I use to play steam games as well, and when I download games on steam, the network connection never fluctuates and the download never stops.
