    Theres a seller on online shop who sell the xbox console + games, you dont need gamepass but the seller adds a lot of account on the console they want to sell. And the buyer console should log in two account(buyer + seller) so you can play game.

    Is it legal or illegal, If thats illegal where i can report it?

    Buying and selling of accounts is not allowed. You would report them to the online shop.

    Microsoft cant do anything about something done at an outside website. If you see them doing it through Xbox itself, then you'd report them via their profile.
