Xbox questions and reasons im switching

Hello, im pondering various questions and descriptions to very certain aspects of the xbox gen consoles. Originally ive been playstation gen gamer so i dont know anything about xbox gen consoles at all and honestly im getting tired of all the only in japan certain games availability on playstation gens but only come to america on xbox or pc instead of being able to play the games. Im tired of being very unhappy with the games i dont like playing while everything i really want to play is only in japan on playstation or xbox gen consoles, so im thinking about switching from playstation gen to xbox gen, due to everything i want to play is on xbox gen but only available in japan on ps4, such as the backwards compatibility xbox has that the playstation dont. This is why i want to switch but i do want to get some of my questions answered and only way to get the right answers is the xbox gen players. Now onto the questions. 1, do i need to pay for xbox live just to purchase games on the xbox store to be able to play the offline games? For example i want to play phantasy star universe. (not phantasy star online 2) 2, if i bought games on the xbox one and get the new xbox gen console will i be able to play it without buying it again?. 3, will i be able to use my pc microsoft game account on the xbox gens?. And my final question is will i be able to play games i buy on microsoft store on xbox gen and if possible the steam games ive purchased?.

Please dont look at this as a rant, im merely tired of developers screwing over americans on playstation consoles and going to switch since playstation is getting let down by developers and fans of their games.
