xbox project xcloud access is not enabled for non adults?

When using the Xbox Game Streaming App on his phone my 16 year old son gets the error "xbox project xcloud access is not enabled for non adults". Is there any family settings that I'm missing / not seeing that needs to be changed so that he can stream
from his Xbox? If not, is it safe to assume that he must wait until he's 18 to use the app? Thanks in advance for any help.

Thanks for reaching out to the forums. We understand you have question on child access. Unfortunately, child accounts and parental controls are not supported at this time. You can view the information on the

xCloud is currently still in limited testing.

When it's officially released later, it can also be used by non-adult accounts.

During this test phase, bugs and errors might make xCloud unsafe for children, therefore the test is currently for adults only.

After xCloud is officially launched, you can also play with a child account.

Hopefully when it's fully released to the public there will be more information on this. right now there's not much to go on
