Xbox pre-ordered on 9/22 still on pre-order and no charge

The answer to your question is very simple.

Microsoft does not bill for pre-ordered games until about 10 days before the game launches. Let's say you pre-ordered Anthem, which releases on 22 February, or about 9 days from today. If you pre-ordered it on New Year's Day, you wouldn't be charged for
it until about this time. This is to protect you in case the game is delayed or (at worst) cancelled.

If you were to pre-order the game today, however, you would indeed be charged immediately. Also, if you pre-order using exclusively Microsoft account funds, you will be charged immediately for that purchase. Otherwise, if you're using an attached payment
method, you don't get charged until the game is about to launch.

You can confirm this against your bank statement. Refer back to the date you ordered the game (this is shown in your purchase history on your Microsoft account) and you should see no charge for the game then.

I pre ordered mine back in December. It clearly states states “this pre-order will be available to watch at 9pm on 2-28-22”… well it is the 28th at 10:30pm and I still can not watch the movie I paid for. Needless to say I will never pre-order anything on Microsoft again.

Since you pre-ordered with a credit card that's normal. You're not charged until within 10 days of the game's release. You will still get pre-order bonuses.
