The insider hub does have some options but most of their game testing occurs in house on the Microsoft campuses.

Other than what was a stated by the other Xbox Forums Ambassadors on this thread, the Insider Hub would be your best bet if you are seeking to test games.

Offers to test different titles comes based on how often you participate in testing what is currently in the Hub. However, most developers have now started the "Closed" and "Open" beta downloads to individuals whom either wish to test the game before launch,
or those whom have pre-ordered the titles and we digitally stamped to participate in these.

There is something else referred to as
User Research where you test different Microsoft products, yet it is not too specific on where video games are included in this. Here is a quote from the FAQ of this site:

"Most of our research studies are conducted in our User Research Labs located on the main Microsoft campus in Redmond, WA. Typically, studies last an hour or two. We watch, listen, and learn while you work or play. These
studies provide a direct line of feedback to our product design and development teams"

you can do Xbox/Game Preview. You can join in if you have application in your Xbox. But with Beta testing xbox updates your Xbox can work incorrectly.

From time to time yes. We are testing Minecraft now. Maybe one game per month or less in the insider program.
