No. The Xbox One is going to have dedicated servers that only apply to Xbox One players. So Xbox 360 players will not be able to play online with Xbox One players.

You can do the following:

Mute another player on Xbox Live

To mute another player on Xbox Live:

1. Press the Guide button on your controller.

2. Press Y on your controller to go to the Xbox Dashboard.

3. Select Friends, and then go to the Players tab. Select the player’s Gamertag.

4. Select Mute.

Block communications from another player on Xbox Live

To block communications from another player on Xbox Live:

1. Press the Guide button on your controller.

2. Press Y on your controller to go to the Xbox Dashboard.

3. From the Dashboard, open a message from the player whose communications you want to block.

4. Select Block Communications.

The player will not be able to send you any message, unless you first send a message to that player.

Avoid another player on Xbox Live

To avoid a specific player on Xbox Live:

1. Press the Guide button on your controller.

2. Select Friends, and then go to the Players tab.

3. Select the player’s Gamertag.

4. Select Submit Player Review.

5. Select Avoid This Player.

6. Select why you want to avoid the player: Communication, Game Behavior, or Player Skill.

7. Select the specific reason why you want to avoid the player.

Dont answer any messages on join random parties from random people.

And if this happens get yourself a larger gang and report them x10 bro.

Complicated situation. Take print from your enforcement screen, from punishment, and talk to the media. If you have print of the conversees, the better. But even so, it is a delicate situation to solve.
