My windows phone achievements are not syncing. The achievements pop in the game with the normal achievement notification, and the in game achievement menu shows that I have unlocked the achievement, but the achievements are not syncing with xbox (yes we

It does not, but the Xbox One x controller does and can be used to connect with an Android phone for use with mobile gaming you just use the sync button on the controller to connect with your phone.

There was a massive thread from 2020 where this was a known issue. Please try these few things from that thread to see if they will help:

• Check TrueAchievements to see if your achievements sync online there, you may also be able to scan your achievements on this website.
  
• Make sure the game is synced up to Xbox Live when playing.
  
• Close the game and refresh your Xbox profile on your PC, or phone.

I'm on TA daily as well as Gamertagnation.com and all of my achievements sync properly except for my most recent Windows Phone achievements (WP achievements were syncing in February). The game is synced up to my profile; if it wasn't, it wouldn't show the achievements I've previously earned in that game. Plus, it's Windows Phone so the only profile it can use is mine without performing a reset. The Xbox App on my phone does show achievement unlock notifications for achievements that I'm unlocking on other XBox Live services. I'm not sure what you mean by refreshing my profile on my phone unless you're referring to resetting my phone and reinstalling all of my games and apps...
