Xbox PC app not showing correct game pass subscription

Have you checked for windows 10 updates this might cause the issue. Also, I suggest trying the steps here on Troubleshoot game installations on Windows 10.

When you get the chance, go through those steps and let us know if that helped or if you had gotten stuck at any point.

If i understand the problem, you want to buy them both an Xbox Game Pass subscription to play on their respective PC's ? Buy an Xbox Game Pass PC sub for each or a Ultimate Game Pass. Log their account on Xbox beta app on PC and buy them the correct sub.
Or use xbox.com with their account correctly sign in and buy them Xbox Game Pass for PC.

To access Xbox Game Pass Ultimate on your PC, you will need to install the Xbox (Beta) app from the Microsoft Store. Once you have installed the app, sign in with the Microsoft account that you used to purchase your Xbox Game Pass Ultimate subscription.
