I just want to say that if this turns out to be a DoS attack, Xbox really should do a "prove you're not a robot" every time you go to sign in. That was what happened with the Lizard Squad attack a number of years ago. Some hacker used a bot to sign in a bazillion bogus accounts, which prevented real users from signing on for about a week iirc.
