Xbox One X Slow Wired Downloads

Issue:

I recently got an Xbox One X and am having some serious problems with the download speed on my wired connection. I'm unable to get over 10mbps down on a 1 gig connection. From my computers, I'm able to get over 900mbps, but from the Xbox I'm only getting
7-11mbps. If the Xbox is wireless I get about 50-70mbps and no latency issues like the one below.

I've also noticed that latency to the router goes way up as well. Internet speed from all devices slows to crawl. The Xbox is creating a lot of traffic on my local network and I'm unsure why or how to resolve it. See below for ping times. Keep in mind
this is only for a wired connection. Wireless I get what I would expect and no latency issues.

Troubleshooting:

I've swapped ports on my router and tested different network cables. I've static'd the IP and put the Xbox on the router's DMZ. I've restarted the Xbox numerous times as well as pulled the power cord for 30min. I've cleared the MAC address and tried a
custom port (with the port forwarded to the static IP in the router). I even reset the console back to factory and set it up again from out of box settings... Nothing so far has helped.

Have you tried resetting your network and then
power cycle the console? Also, are you currently using a wired or wireless connection with your console?

Additionally, we'd recommend following the troubleshooting steps in the
Slow Game or App downloads guide for the slow download issue that you are experiencing with this game.
