I did an offline update and it didnt fix my issue.However i found out that whenever i am installing a game.that game gets stuck at 0percent and it also causes all other apps and games to not work for some reason.When there is no installation in progress
then the games boot up just fine

Messing with it even more... now even SETTINGS is giving me the same message about taking too long to start!

Hi Capt,

Try what Diego has mentioned, that should help with the issue. Sometimes OS files get corrupt and need to be refreshed.
