    Hey you can choose to keep games and apps when doing a factory reset.

    support.xbox.com/en-GB/xbox-one/console/reset-console-to-factory-defaults

    Be sure to choose the option "Reset and keep my games & apps."

    When you say clear your Xbox, do you mean using the factory reset option? I've seen people with similar issues able to fix them with a factory reset. If you tried it, did you try the full reset, as well as the one that keeps your games and apps?

    I had this issue, and the only way I was able to sort it was via factory reset. You don't need to do a full factory reset, just pick the option that will allow you to keep you games and apps, meaning you won't lose those and have to re-download them

    How to factory reset

    Make sure when you select the option you choose to 'Reset and keep my games & apps'
