Xbox One Update Permanently Stuck

This morning I woke up and wanted to play COD Vanguard before school but my xbox was on the startup error screen which is normal for me since my internal hard drive is corrupted and I have to factory reset because of it every couple weeks, so I just factory reset it and it put me 52% into an update at 100% on the verifying step. After about 20 seconds it just sent me back to the startup error screen. I kept trying to do this but it would just do the same thing every time. The error code that was showing up was "E100 00000701 8007045D".

I went on xbox.com/startuperror to try to fix it and tried everything there which was painful because I had to spend 2 hours downloading extracting and copying the offline system update file to an empty usb, but none of that worked.

During the OSU it got to 62% but still got stuck at 100% on the verifying step.

Here's a list of everything I've tried, if there is something I should try then tell me please, I don't have the money to get a new xbox

- Using the "Restart this Xbox" button

- Using the "Turn off this Xbox" button

- Unplugging my internet restarting the xbox

- Resetting the xbox without deleting the games

- A full factory reset

- Offline system update

- Unplugging and plugging back in (I did this after 1 minute and after 2 hours)

- Unplugging my external hard drive then resetting

I might be missing something but if you know something that I can try then please tell me.
