It is possible that the game disc when installed on the Xbox One already includes the add-ons. I know that is how it is with Borderlands & Saints Row IV National Treasure Edition. It may be the case for your edition of Saints Row The Third.

Hey, guys! The National Treasure Edition of Saints Row IV needs to be played on Disc 1 only. Attempting to play off of Disc 2 will result in users only being able to access the main game with no DLC. Additionally, the exclusive DLC are not currently available:
Thank You Pack, Child's Play Pack, Grass Roots 'Merica Pack.
