You can't with Chinese consoles you can't change the region of the console

They are government hardlocked to the region if you are still in china

This is to prevent people from bypassing the rules the government imposes on gaming

If you have a Chinese consul, it cannot be changed, it is permanently locked to the China region

I have done a factory reset, the screen in the troubleshooter is in English:
