Xbox one slow fan motor speed and does not display anything to Hdmi

two days ago I noticed that my xbox had a very weak fan speed, it wouldn't display the xbox home screen or start up sequence on the hdmi, and if the power plug was detached and reinstalled trying to turn it on would result in a 1/2 second bleep from the
power button and a series of clicks from inside the console. I had a series of power outages three days ago while i was playing on it and when the power returned the xbox would start back up and act normally, so I don't know if the last power outage caused
something in the xbox to melt/fry or if the fan is the cause of all my problems.

    :)

Using a display port with Xbox.

Probably not since display port does not support audio like hdmi. Plus the display port speeds might not support the 4k hi res requirement. Based on what I've seen no current console in development have a display port

    my power brick noise

If you aren't smelling anything from the power supply, it's likely just the fan motor. To minimize the use of the fan, make sure to keep it in an open space with room for airflow!

    Console ticking noise?

I have the same. I think it's just the fan going at a really slow speed.

Changing ceiling fan speed causes xbox one s to flicker on the tv screen???

...should I assume there is something wrong with my xbox? why would the xbox be affected by this when gaming, but not the TV when watching cable or netflix? It's on a 15A breaker and the ceiling fan will use less than 1A.
I'm no electrician either, so take my half-knowledge with a grain of salt.

Even if the fan itself "only" uses less than 1A, it will draw more power during startup or when speeding up the fan called "Inrush current". Also, the fan motor can
induce current back into your electrical wiring.

During that time the motor will put more stress on your electrical wiring. And if your console is running on the same circuit as the ceiling fan, the fluctuations in current might not be enough to trip the breaker, but will affect other electronic devices.

Also be aware that the Xbox One requires more power than a Roku TV. So if the ceiling fan draws more power than your electrical wiring can provide for the Xbox and the fan during it's speed change, the Xbox will start to show issues.

Please contact a real electrician to move your ceiling fan to a different
    phase
on your house's electrical wiring. If necessary, run a separate cable to the ceiling fan.

The issue is not with the Xbox.

Xbox LIVE downloads terribly slow... Great Home Network Setup.

one of the downside to the xbox 360 is sadly is does not have a gigabyte Ethernet port so that will significantly slow down the speed by capping it.
