Xbox one s won't play movies without messing up video

I have a brand new xbox one s. Everytime I play a DVD on it, the dvd plays fine. But after I take the movie out, it starts making crackling noises and the screen starts flashing back and forth from no signal to the xbox dashboard and won't stop until
I unplug it. I plug it back in and it works fine until I try to watch a movie and it does the same thing again. It only happens with movies and not games so far. Some one said try a new hdmi cord which seemed to fix the problem. Is it a temporary fix or does
that fix the problem? Why did I have to buy a whole new hdmi cord for a brand new xbox that should work properly to begin with? It's under warranty but it seems like a lot of people have the same problem. Dear Microsoft, we'd like to have products that work
like they're supposed to and not have to buy extra items to make them work properly when they're brand new.

Hello i have some common fixes for you

Number one always make sure your Xbox One S is horizontal this makes it so the disc can be read better.

Number two is obvious but make sure the disc has no scratches or chips.(it can damage the xbox)

Number three The best way to ensure that you’ll never have to deal with DVDs never working is to convert your DVDs to digital format. A digital library is way better for space too.

hi, have you tried to download the official app for BR discs? (it should works with DVD, too)

The original Xbox One has no 4K capabilities, but the Xbox One S and Xbox One X can stream video and play games in 4K, but not watch movies in 4K.

DVDs (and movies in general) do not run at 60 frames per second, ever. NTSC video runs at 29.97 frames, while PAL video plays at 25 frames. If you ever saw video running at 60, it would look SERIOUSLY messed up.

Well, I apparently can't edit my post anymore, so I have to comment to amend/add something:

I actually didn't cast this to my Xbox before without issue. What I did - and what I am doing now - is hooking up an external HD to the Xbox with the file on it. The Xbox then uses Media Player, rather than Movies & TV, to play the video - and it works
perfectly. Audio is fine, and the picture looks perfect.

So, yeah. It's either the process of casting from Windows to Xbox, or the new and totally unnecessary Movies & TV app, that is messing up the display while attempting to cast the video from PC to Xbox.
