To clarify, do you receive an E [number] error code? Are you an Xbox Insider?

If you’ve performed a factory reset and even the removing everything option failed, try an offline system update (OSU1 for an Xbox One S console) as this should resolve the issue.

If it continues to do this when trying the reset. Try an
offline update, you will need a windows based PC and a flash drive. If unable to get it to work after the offline update you may need a repair.

Just curious, are you enrolled in the insider program by chance?
