Hey you need to first try to reset you Xbox offline by using a USB drive https://support.xbox.com/en-US/xbox-one/console/reset-factory-defaults-using-usb-flash-drive if
that doesn't work call Microsoft support here https://support.xbox.com/contact-us as its probably a hardware issue if the reset doesn't work.

If you want to continue to play this generation of Xbox then I would suggest getting and Xbox One S or X, if you can't find a replacement power brick. With the One S there is no power brick, just a cord, eliminating that issue. There are lots of sales
going on for the consoles, or you could even buy a used console at a game store, pawn shop, or ebay.
