Xbox One S static while opening certain applications

Have you tried the factory reset?

Please, reset your console and test those apps again, if the issue continues, it may be a hardware problem.

I also recommend changing the HDMI cable and port (in your TV) you are connecting your console.

Before you continue, make sure you've got the account sign-in information. You'll need it to log back into your console after the reset.

You can follow these steps:

Press the Xbox button to open the guide.

Select Profile & system > Settings > System > Console info.

Select Reset console.

Select Reset and keep my games & apps.

If you use UPnP you don´t need Static IP´s. On my Xbox (only one) I use UPnP and if I give my XBOX an Static IP my NAT type gets back to moderate. That makes no sense for me - maybe it´s the implementation of UPnP in my router. Only if I don´t give my xbox
a static IP and use UPnP my XBOX works with open NAT. Try to change your xbox to a non static IP Adress. and restart your Router.

How is your console connected to your TV? Have you tried another input or another cable?

I have the XBox connected to my TV with the HD a/v cable that came with it and there are two component ports for it and the problem persists on both of them. I don't have another cable to test it with. Visually the cable seems fine. Is there a way to test
it?

Blue static is apparently a sign that you GPU is overheating and on it's way out...
