    Let's try streaming Without TV unplug it. Just turn off your TV and Unplug it.

    Let's Try Steaming on your PC if you have XBOX App.

    Have you notice you get stuck 640 x 480 while streaming without TV and unplug it.

    First Go to Setting > General > TV & Display Option > Video Fidelity & Overscan. Then select Display set to
    HDMI. Override to HDMI.

    Xbox Streaming stuck 640 x 480 is GONE now. You can unlock resolution to 1080p or you really want to choose.

    Xbox One Will Not Display on 1080p

    People help the council! Xbox One S - starts only in 640 x 480 mode. All tried, at home three telecoms all 4K UHD, on one does not want to translate a signal 640 x 480 in 4K or 1080P. - the write action did not work (in the image setup menu). Restart two
    buttons "Xbox" and "Eject" for 10 seconds did - does not help! Cables HDMI changed - a sense of zero. Auto detection - in additional settings it costs. Resetting the settings to the factory did not help. OSU1 - stitched - did not help.

    I've had the same problem some times, I usually just reset the Xbox and everything gets back to normal!

    Given you have tried multiple monitors and cables, then it does point to your console likely being at fault. The 640x480 is like a default display when there are issues....my Series X used to periodically display this on start-up as, for some reason, it would not detect the 4k side of my TV....luckily it always resolved by unplugging the HDMI lead and plugging it back in again.
