Xbox one s making beeping noise no power no lights stops when power cable is disconnected

I took a listen to the video you posted and the sound relates more to a slight grinding sound due to some kind of friction with the motor for the fan. Most mechanical devices with rotating components, like a fan motor, will have bearings which are small
balls inside of the wheel allowing smooth movement in one direction. These balls also act as the medium between the outer components with the inner components of the wheel so that there is no friction when it is spinning. These balls stay in place while they
rotate, but it's possible that one of these bearings may have come loose from it's original position causing some friction while it rotates which then causes this sound.

I wouldn't worry about it too much until it becomes reasonably louder to where it's disturbing or if the fan loses efficiency and causes the Xbox to over-heat and shut down. If that ever happens then it would be time for a repair.

You can get it repaired. But I know one time, the beeping noise the power button makes stopped for me once because I knocked my xbox over by accident. I unplugged the whole thing then plugged it back in and the beeping noise came back. Strange but it worked
and I never understood it.

I cant get it into Low Resolution mode??

Press and hold the Xbox button  and
the Eject button until you hear a beep to turn on the console. You’ll hear one beep right away and a second beep 10 seconds later. The power light will flash on before the second
beep. Don’t let go until the second beep occurs.

I do this....

you hear the eject button.......

then the 2nd noise is the power off noise?

(after the power off noise happens then you can hear the system boot noises through my PC speakers.... then it powers off)

And all the time working fine on my HD PC monitor

I have done these steps over and over again this does not work, when the power light comes on no second beep and does not flash and there is no HDMI signal, I have help both down they make the noise at the same time but this does not work.

First, move the power supply brick to where you can see the light on it. Press and hold the power button on the Xbox for at least 20 seconds. You'll hear it beep and power down.. keep holding that button and watch the power supply brick light. When that
brick light goes orange, that's when you know it's fully off. Then go ahead and unplug the power supply brick cord from the wall and from the Xbox. Go ahead and disconnect the cable from the brick so that you've got two piece of your supply and cord. Give
it a minute or so, and then plug the brick and cord back into each other, then into the Xbox, and finally into the wall again. Press the power button on the front of the Xbox.
