Xbox One (model 1540) shuts off as soon as a game starts

I picked up an original xbox one and as soon as it starts to play a game it will shut off. I will get the loading splash screen for the game and then it will shut off. Same thing with Netflix, as soon as it tries to sign in. I tried a different power
supply and have the same issue. I have tried factory resetting the xbox, as well as replacing the hard drive with one from another xbox I couldn't get to turn on after trying 3 different power supplies and a different fan (was told that one had a fan issue)
I can load my profile and a couple electronically owned games. I have tried both downloaded as well as disk games and it will shut down after the splash screen.

The power supply light is orange when its off, white when on, and after the xbox shuts down it goes back to orange. The fan spins up and remains spinning shortly after the boot chime. I can play Pandora and it will remain on while downloading the 3 games
and a few apps so I don't believe its an overheating issue. I tried swapping the hard drive, since it did seem to take a while while downloading and the avatar app got stuck while downloading so I thought it may be a hard drive issue, but after putting in
a different drive and going through the update process so it could use the other drive it still shuts down as soon as a game starts. Trying to find a cheap fix, as Microsoft repair is not a cost effective option. I'm using a wired PowerA controller, as the
extra Microsoft wireless one jumps tiles, but doesn't change the shutdown issue. It can be on for several hours downloading, but I can start up from it being off for hours to play a game and it will instantly shutdown on the loading screen.

Disk is NBA2K19 and downloads are Apex and Too Human.

I tried connecting wired and wireless with the same issues.

FYI, it was not dusty inside, heatsink fins are clean.
