Xbox One keeps scrolling down

First, welcome to the Xbox community. Since this happens when the control is turned off, we can assume that it is not a problem with it, so knowing the solutions you have tried to solve this problem, I suggest you try the solutions given below, please.

Solution 1:

Step 1. Press and hold the Xbox button on the console for at least 10 seconds to open the Power center.

Step 2. Then unplug the power supply from your console and wait for 3 minutes.

Step 3. Plug the power supply back into the Xbox console.

Step 4. Press the Xbox button on the console to turn it on again.

Solution 2:

Try updating your console offline by following the instructions in the article below.

To be quite honest this doesn't seem to be a console issue, this does however seem to be coming from the controller instead. Without sounding repetitive we suggest a >Soft
Factory Reset<
(while keeping games and apps, WITH THE CONTROLLER PLUGGED IN)
IF AND ONLY IF THE FOLLOWING CRITERIA IS MET:

• There is a stable network connection.
  
• The information for all profiles is known (email and passwords)
  

Once the setup is complete it will ask if we want to keep settings or manual setup
lets do manual setup since this will push through any updates to both controller and console. If however this doesn't do the trick then we suggest replace the controller. Give
it a shot and let us know of any changes!
