Xbox one gets really loud loading into games.

As long as your console is placed in a well-ventilated area and your console is not overheating, there won't be a problem. The fan is usually much louder if you are playing powerful games.

Try to also check your console if it needs to be cleaned already. Xbox consoles need to be cleaned every 3-6 months or whenever needed. You can check on this link https://support.xbox.com/en-US/help/hardware-ne... for the steps on how to clean and care your console.

My xbox has the 15gb hdd. There's not really rom for anything after a few profiles and some demos and a few arcade games. My xbox is so loud I have to have the tv quite loud to hear softer parts in the game, but if I fill my harddrive up to less than one
gig of space remaining, it barely loads - like takes ten minutes to hit the dashboard from start up. I fear for it's life.

No problems here really, but disc loading is a little loud.

Other than that, all systems go.

It is normal for the console to produce noise when installing a game, but it should not be as loud as you mention. Have you checked if this problem happens to you when installing any game on disk?
