The input voltage doesn’t matter because it goes through a power transformer to transform it into the direct current to the Xbox requires to operate, regardless of what electrical system you’re on. What goes into the console is always the same

1. If the built in fuse is broken your console is not going to power on unless you change the power brick.

2. Yes, I'm assuming that you have the OG Xbox One (due to you said your power brick, external power brick is available only on the OG Xbox One. One S and newer has an internal power supply) there are some power bricks / devices that can handle a specific voltage. But there are some devices that can handle different voltages (if I recall correctly, the Series X and S supports 120/220V)

3. Yes, when the power brick led is orange, that means you need to replace it;

If you already tried disconnecting brick from the wall and console for a couple minutes and that didn't work, you need to replace the power supply

Yes, if your controller received a higher voltage that the one stated in the device specifications the extra voltage/energy can damage it

This is why is important to use an surge protector or a device that can convert the voltage from 230V to 120V.

Electronic devices are very rigorous in terms of energy/voltage

(example) Even if your device received 121V, can be damaged due to that extra 1V

Just to make it short, any electronic component needs to receive the proper voltage, extra voltage can damage the device or reduce its life cycle

Last question to ask:

1. My power brick was connected to 2 power strips that had no surge built in. I understand that the power brick has a built in fuse. If the fuse breaks, can the Xbox still run with a broken fuse in the brick?
   
2. I understand that some power brick can work in all regions, or in specific voltage rating. Can all console hardware operate work in regions with 120V & 230V rating? Or are there consoles which their hardware can only support specific voltage rating?
   
3. Currently, my power brick is orange and never changed color when I turned on the console. Does it mean that the brick is damaged?

Yes, the comment applies to both controller and console. As I said in the summary, this applies to basically every electronic component (PC, Phone, Console, Controllers, Routers, TV, etc)

I personally use a UPS to avoid higher voltage (The UPS received the extra voltage and regulate it). In that way your electronic devices are going to be protected in case that your house received more voltage than expected.

If you're able to do it, I recommend you to get one
