XBox One does not recognize a purchase made through the Microsoft Store on a Surface device

I have purchased a game through the Microsoft Store app on a Surface device but it did not run right, so I have de-installed it. I tried to download it on my Xbox One S instead, but on the Xbox
Microsoft Store app the same game is not available unless I pay for it again.

I thought that any purchase you made regardless of the platform was available on any Windows device.

Can you please tell me how I can download it on my Xbox without paying twice for the same game? Thanks

I bought "Human Fall Flat" from Curve Digital and the purchase went through because I received an email from the Microsoft Store confirming. In fact I installed first on the Surface Pro 3 but it did not run right, this is the reason why I uninstalled it
and tried then on my Xbox One S. It is showing in https://account.microsoft.com/billing/orders

What game did you try buying? Only play anywhere titles are shared between console and Windows.

I can also go onto the Microsoft store and purchase the game for my surface. Ive been playing other Xbox games on my tablet which I purchased through the Xbox store so this one should be no different
