The Xbox download system is a "Closed platform". Therefore it's not possible to use "simple" methods like USB drives or Adroid phones as storage devices to install
anything on the console.

The Xbox only allows downloads from trusted sources like the Xbox marketplace, or digitally signed physical discs.

If you have a bad internet connection, and need to download games, you could set up an USB3.0 compliant hard drive, and connect that to a console of a friend that has better internet connection, download your desired game, and take the USB hard drive back
home.

But I assume you are trying to add mods to Minecraft or something like that, as you mentioned the File Manager.

So without a trusted app from the Marketplace, you can't use USB drives or Android phones as mass storage devices to get anything on the Xbox One.

No you won’t be able to do that. Have you tried using your phone as a hotspot?

This is not possible. The only way to install games and apps on Xbox is through the console Store.
