xbox not starting after storm

My sister's fiance's xbox doesnt seem to turn on properly after a big storm knocked out their apartments power. The power box light is still orange, the console still beeps on but it turns on and off, on and off and doesn't seem to stay on. I told them to try unplugging it for ten seconds but no dice.

What does this mean for the console?

I understand you need help.

I want to set expectations that the orange light on the power brick actually means it is on Stand by mode. Please try plugging the console on another outlet of that works.

If it still does not, please try another power brick so the issue can be isolated further.

If you still get the same issues using another power brick then the console likely already requires a repair.

The following worked for me. My Storm Island tab was greyed out after purchasing and downloading. But once you win 3 championships, (and my 3rd was Nice, France) it immediately opened the intro to Storm Island and put an icon on the map. I raced at Storm

After the rocket to the snipers face, while they're still on the roof. You had to cover your guys down on the street until they got across. I got it a few seconds after they cleared and the enemy started storming the building you're on top of.
