I'd be happy to try and help. Is the issue simply signing into the Xbox app on Windows 10 or can you sign in but cannot connect to Xbox Live?

If you can sign in, you'll be able to check on the connectivity by going to the Network panel and then Server Connectivity.

I suggest restarting your PC with a clean boot to reboot it fresh without any other programs running in the background that can cause issues like this:
