Xbox live rewards is not linked correctly, no way to change it

Is it possible to change region?

Since Xbox Live Rewards is transitioning to Microsoft Rewards in the US region, where you have registered, there is no way to change your Xbox Live Rewards region.

iv been hacked in gaming live and lost all my achievements

This forum is for the Xbox Live Rewards Program. They are unable to assist with other issues. You will want to post in the Xbox Live Support forum. However, there is no way to "lose" achievements. They are linked to your account and are not removable. There
is no way to receive a code to retrieve achievements. You will want to contact your regional Xbox Customer Support if your account has been compromised.

You can earn Xbox Live Rewards Credit in two ways:

1. By finishing the offers located on the MyMissions page at Xbox Live Rewards .

-or-

2. For non-offer purchases, you can earn Credits by earning a one star MyVIP level through purchasing at least $300 USD or regional equivalent of eligible content. After you receive your first star you will begin to earn a percentage of your eligible purchases
back as payback Rewards Credit. Pre-orders, in-game consumables, and subscriptions are not eligible for MyVIP.

In September 2014 we changed to the MyVIP policy. As a result, payback based off Gamerscore (MyAchievements) was discontinued. Also, as of July 2014, we do not award Credits for Xbox Live Gold renewals. MyVIP has a recalibration every year. At the end of
the year, we place you in your MyVIP rank for the new year based off your eligible spending from the previous year, and set your progress to the default state. This happened in September 2015 and December 2016. Since you are a zero star member, you do not
get payback Credits on your purchases. You can check your current MyVIP level/progress at (Xbox Live Rewards).

Since the overwhelming majority of your purchases have been for in-game consumables (things like Overwatch loot boxes, or Crowns for Elder Scrolls Online, for example), those purchases are not eligible for any offers or MyVIP, and have not awarded any Credits.
We do not see any issue with your account.

Xbox Rewards support forums
and create a thread there for your question.

It I understand your problem correctly, you could also switch your windows live Id for your gamertags. To link gamertag A to the windows live id from B and the other way around:
