Xbox Live profile avatar

I can't change my xbox live avatar on my profile to a picture for some reason. The picture is of a tattoo I have on my back and in no way vulgar. It keeps saying can't upload right now and try again later. I've been attempting to change it for 3 days to
no avail. This is the picture. What's wrong?

My first profile was offline. I made a Live profile, and earned avatar items from a certain game for that Live profile. I was using the same Live profile for both Xboxes. There would be no need to re-download the items as they are already there in my Hard
Drive.

Avatar items are intended to work that way. They are available only for the profile that purchased/unlocked them.

This feature has been temporarily disabled due to the sudden influx of users on the platform. Once things stabilize, they'll most likely re-introduce the feature.

Is this profile the same as your Xbox live one or did you create another one? Also if you earned the avatar gear on a different Xbox and are using a different profile did you transfer the license over to your current one? Have you tried to re download the
avatar gear.
