Xbox Live on PC, offline/online issue

So I use the xbox live app on PC. I show as offline to all my friends, and I cannot for the life of me figure out how to change my setting to be online. I have a couple friends who have the same issue.

Hi,

Hold down the Windows Key and press G to bring up the Windows Game Bar. Make sure the Xbox Social button
is enabled (see below). If you have an Xbox One controller connected to your PC, you can bring up the Game Bar by pressing the Xbox button on the controller.

If you are appearing as offline, you can change it here. Click on your Gamertag and change it to Appear online by pressing the button (circled)

I did this on my PC, so even though it tried to connect to Xbox Live, since I am not on an Xbox console, I will be able to play online? I really want to be able to play online not just offline.

Sometimes there's some update/issue/idontknowwhat with xbox live that causes anyone who hasnt been online since that time to display as 'Offline'. Appearing offline will show the player as 'last seen...' still.
