Apologies if I am reading this wrong, but if you can follow these steps, it should allow you to register an xbox live account.

1. Sign in to your offline account on your Xbox console.
2. Go to "My Xbox" and select the panel with your avatar and gamertag displayed.
   
3. Select him, and select Join Xbox Live.
4. Follow the on-screen prompts.

Yes, this is occurring for all games.

For context, my games match the following use cases :

• Xbox One Disc Installed
• Xbox 360 Disc Installed
• Xbox Marketplace Digital Purchased
• Xbox Live "Games With Gold" Installed

None of them are displaying unless and until I take the system Online and provide my Xbox Live password. After I do this, my entire list fills in like normal.

I'll follow your advice and submit a defect report.

I always keep forgetting lol. Wish they would tie in the xbox live list with Xbox One list. This way you can see your followers and who is playing what game.

I read over the thread and it's a little confusing if you are on his list or not on the console, but what comes to mind is this is just the result of a display bug on the console showing that "You+62" are this person's friend when you have confirmed using
two other platforms of Xbox Live that your are indeed not on his friends list and the person is indeed blocked.

Blocking someone on Xbox Live prevents any notifications from this person being received if you have any active messages threads with this person but if you don't delete those message threads, the person you blocked can still message you, you just don't
get notifications. You have to delete the messages to stop this person from messaging you entirely and then your profile is now hidden on Xbox Live from this specific profile.

Also, Xbox Live has Friends and Followers, so this profile may still be listed as a Follower but will not be on the friends list when you look into it deeper. When searching up a profile who has added you as friend but that has also been blocked, You+62
may still be displayed because the profile has added you as a friend making them a follower but blocking them will hide your profile from this person.
