xbox live - can't download free xbox 360 games

Hi, I'm unable to download xbox 360 games from my Gold subscription as it says 'this channel requires a billing account'. It takes me to a page to add billing information, even though I do have a card and paypal set up already, but I can't proceed as the
page is only for US addresses. trying to change my region to UK does nothing and sends me back to the US page.

Any ideas how to fix this?

My son has a paid xbox live gold subscription and I am able to download the free xb1 games under it including the rated M ones because I do not have content restrictions set.

Are you saying there is some special restriction that you can't download the free xbox 360 games under a child xbox live gold account?

Xbox live thinks I have a 360 not an xbox one. I am unable to download any free games.

are you trying to redeem it on console or on the xbox website?

Is this happening on a 360 or on a One? I get the same message if I try to download a 360 title when I am on my One, so I just get on my 360 and download the game with gold which adds it as a purchased game to my account. Then I get on my One and check
my games that are ready to install and it shows up there for me to install on the One. Not sure why this happens but it works for me every time. As long as the game is backward compatible.
