xbox keeps telling me to download what i need on blank disk

What are you doing to get this message? Is it referring to offline system update, which is used with a USB drive.

Won't download for me at all, just keeps telling me that cannot complete your purchase at this time.I actually have the game on disk, thinking of just going down that route but would prefer not to have to put the disk in every time I want to play.

Ps. Can someone tell me how to keep blank lines in my post, this was supposed to be edited better than this.
